  解構慈濟內湖開發案之爭議

摘要:

  自民國86年,財團法人中華民國佛教慈濟慈善事業基金會(以下簡稱慈濟)於台北市內湖區成功路五段大湖公園北側,購入一塊保護區土地,並依慈濟「取諸社會、用諸社會」之理念,原計畫興建兒童醫院,但因居民公投反對而取消。之後慈濟將其改為慈濟內湖環保站,並依法申請保護區解編,尋求合法興建國際救災中心與志工大樓。

  慈濟於內湖購入之保護區多數土地原為溜地,於民國69年已遭非法填土破壞;民國86年購入後,遭受當地居民質疑與環保團體(以下簡稱環團)人士抗議而延宕至今。本文將從相關事件的沿革,依慈濟、環團、居民三方觀點,整合分析,提供一個客觀看法,據此論述慈濟建設內湖園區之正當性與必要性。

To Clarify the Controversy about Tzu Chi’s Nei-hu Redevelopment Zone

ABSTRACT:

In the year of 1997, Taiwan Buddhist Tzu Chi Foundation (as known as, Tzu Chi) has been purchased an estate in conservation area at north face of Dahu park, from Sec. 5, Chenggong Rd., Neihu Dist in the Taipei City. At the first beginning, Tzu Chi planned to establish children’s hospital, depends on the spirit of “From the Society, To the Society”, but cancelled by local’s referendum result. After that, the original plan was revised to be a recycling station by Tzu Chi. Nowadays, Tzu Chi tries to apply law to discharge of conservation status, and establishes International Disaster Relief Center with Volunteer Building.
Originally, ponds were all over this conversation area. However, before Tzu Chi purchased this estate, it has been illegally filled with dumped soils and covered with cement by its previous owner in 1980. Until this estate purchased by Tzu Chi in 1997, locals and environmental associations begins to protest and thus the application was postponed. In this article, we will describe the history of this estate, and advocates from Tzu Chi, environmental associations, and locals first. According to this, we will discuss and analysis the legitimacy and necessary issue of this controversy.
